 Illinois is one of only three states with a plain white flag featuring the state’s seal. The other two are Massachusetts and Rhode Island, both original states and both without the state’s name on their flag. The words on the red banner the eagle is holding between its teeth are the state motto: State Sovereignty, National Union. |
